I'd say "mentally challenged" because that's the more "sensitive way" to say it. She’s so warped in the head she can’t differentiate good news from bad without consulting someone like Kennedy first.
Depends on your definition of "deaf." I think she's probably physically capable of hearing and interpreting sound waves, but seems to have a "logic" block that prevents her from actually hearing anything that makes sense.
